What is the VERY latest version of this and is there a way of knowing if an
original DVD has been copied using DVD Shrink? In otherwords will the
original DVD still play as normal after being used by the Shrink?

Anecdotal evidence suggests some people have had problems with the most
recent version - but version 3.1.5 is trouble free.
Normal? The essence of Shrink is that some information may be shed in order
to reduce the space occupied by the data. Inevitably this may result in some
compromise to video quality. On the whole, the application is very
effective.

The original is not changed in any way - it can't be since it is not on
rewriteable media.

Would Blockbusters know if a DVD was copied using Shrink?

In other words the list of those in this NG who will
provide any aid or assistance to "addy" has shrunk,
quite a bit.
