What software do I need to convert vob files on my hard drive to mpeg 2 so I
can load them in my DVD builder and edit them to be burned to another DVD?
I want to select and trim just the vob files I need to burn to the new disc.
I can play them in my PowerDVD player and know the ones I want to keep.

You shouldn't have to convert them to MPEG2. You can edit and trim with
TMPGEnc Author. Find it here:
