Hello!
Is there an freewaretool where I can merge and
cut an divx-file directly to divx-files?

VirtualDub. You can get it here:
http://virtualdub.sourceforge.net/
It can merge and cut and do much more as well.

Without reencoding to avi?
Can you merge and cut directly without implicit convert?

Yes. Both video and audio should be set to "Direct stream copy"
(actually, that is the default setting for audio). For merging, open
the first part of the AVI. Then go to File > Append AVI segment...
and select the second part. Then save as AVI.
To cut, select the start and end points for the cut and save as AVI.
The start point must be the beginning of the movie or at a keyframe.
The end should be at a keyframe, especially if you plan to start the
cut for part two at exactly the point part one ends.
When you're selecting where to start and end the cut, video can be set
to "Full processing mode" so you can see the movie. But it should be
set to "Direct stream copy" before the cut is saved to AVI.

Virtual Dub does not open any MPEG files. Right?

Yes, it does. In fact, VirtualDub-MPEG2 will even open .VOBs. You
can get it here:
http://fcchandler.home.comcast.net/stable/
Note that you'll need an AC3 decoder if you want to decode that type
of audio. With a decoder, AC3 can be converted to PCM and then to
another format such as MP3.
