First: [CAPSLOCK]. It's on the left of your keyboard. Might want to
get it fixed.
Next. It's not technically a capture card. Most tuner cards CAN be
used to capture video, assuming you have the proper software and most
such cards are bundled with such software. You can capture any video
stream that the tuner can display. That means if you can tune it in,
either from antennae or from an external device like a DVD player or
VCR, you can record it with the right software. Most cards bundle
some sort of program that can do on-the-fly encoding to MPEG1, and you
can burn that to DVD or CD with an authoring program.
There's some freeware programs on this site, if you have one of the
supported chipsets.

You will need to have a fairly speedy PC though, as video capture is
pretty CPU intensive. The minimum req's on the box is usually only
for the lowest resolution (320x240 NTSC or 352x288 PAL -- VCD
resolutions).
