Unless I try to learn Scenartist, I can't find an application that does
this!

The "Track" "Toshi1873" refers to is called a "Title" in
the DVD spec and some software. In my favorite "TDA"
(TMPGEnc DVD Author) it's called a "track".

The term "Track" is often used with video editing as
separate video (and other) streams that you can add
interactively to a timeline. This is a different thing all
together.

If you need to set/change the flags, you can do that with IFOEdit.
(By the way a "Track" mentioned above is sometimes refered to as
"Title". IFOEdit lets you set the flag in each Title.
