DVD-ROM is a control bit on the DVD that tells the player what type of
media it is. DVD-ROM is the media type for pressed, i.e., commercial,
DVDs.
Some players can play certain writeable DVDs using the DVD-ROM setting,
but if they identify the DVCD as another type, DVD+R, for instance :-),
they won't even try.
