What DVD ROM drive or DVD Burner can read scratched-up DVDs the best? Is
there a spec pertaining to this? The LG GCC-4120B on my computer does a good
job, but is there something better?

I've had good luck with two Pioneer burners.

The one that says on the box 'This burner is best for reading through
scratches'.
It's a German model called 'doomcoff'. If unavailable, you might like to
invest in the
idiots guide for burning scratched dvd's. However, it may be cheaper to buy
some cutting
compound, but don't over do it and it comes up shinny too..

P.s Now I know you'll probably do this, so make sure you wear rubber
gloves, after all that
trouble you won't want to get finger prints on it, good luck!
Oh, and try not to breath on it.
