I've been playing with this and it is so far the most practical
H264 encoder I've come across (free or not).

It is the one that "Super (c)" uses for its H264 encoding.
Of course you get more control if you use the current
version from VideoLan.org. It also has a neat batch tool
and bitrate calculator.
Once the encoder is installed it is available as a DSH filter.
I just wish I could find some good DirectShow audio
compressor filters to go with it. ( I have some in Super (c),
but not any available for general AVI encoding.) I've got
some for MPEG, of course.
