I recently purchased a bulk lot of blank VHS tapes. All had the write
protect tab removed. You cannot record over them even when you cover the
write protect tab. The picture jumps every 5 seconds. Any ideas?

You might not be covering the hole tight enough if you are just putting a

piece of scotch tape over the hole.

Might be faulty tape, or you might not be properly covering the gap.
Plastic inserts can be purchased to fill the recording tab holes.
