I am building a new facility and have some leftover ductboard from the HVAC
installation. Can I use this in place of the Owens Corning 703 (or similar)
and expect the same results when used as sound absorbing panels for wall
treatments?

Probably. OC 703 is rigid fiberglass with a density of 3 pounds per cubic
foot. If the duct board you have is similar, it will be a fine substitute.
