I have a vob file that is in 4:3 but which was obviously originally in
16:9 (i.e. everyone looks tall and thin).

Can I convert that vob to a 16:9 vob without re-encoding? I don't
simply want to be able to watch the 4:3 one and have it play as 16:9
(which I can do easily), I actually want to create a new vob file which
is 16:9.

IfoEdit let you change the aspect ratio flag in the associated IFO
file.

Or demux the video & audio and re-author

The video you have may already be 16:9. The frame resolution for DV 4:3 and
16:9 are the same whether it is NTSC or PAL. The only difference in the two
is the pixel ratio. For NTSC 4:3 pixel ratio is 0.9 and 16:9 pixel ratio is
1.2. For PAL video 4:3 pixel ratio is 1.067 and 16:9 pixel ratio is 1.422.
In each case the frame resolution is 720x480 and 720x576 respectively.

If you can set your playback device to give you 16:9 from the image with the
natural letterbox look, then it is probably already in 16:9.

you can have a test of the WinAVI Video Converter,you only need to
adjust the "aspect ratio "for 16:9 in the "Advanced"option will be ok
