I searched for a while and this is all I could find from:

"Fact: LCD can only reproduce 16.7 million colors, whereas plasma can exceed
this figure by the billions. "

I disagree with the "billions" part. Please set me straight on this.

24 bits as I recall (16.7 million)

Yes, the color depth of ATSC is 8 bits per color (RGB) for 24 bit
color. The main benefit of exceeding 8 bits/color in a display is to
prevent banding. For example, a blue sky background may show discrete
bands of different shades of blue on a digital display. The extra bits
allow the display electronics to interpolate steps across the bands and
make for a smoother color transition.

The proper solution may someday be to expand the digital standard to
12 bits/color for a 36 bit color field (or even to define a 5 color
base), but given how difficult the transition to ATSC & digital has been
and that this would really be a very modest improvement, we are not
going to see an ATSC 2.0 standard anytime soon.

This is especially useful if any level changes are made while the video
is still in digital form.
