I found some for about $3.50 CDN per DVD. The cheapest I've seen them for
before this was $8-$9 per DVD.

What is the exchange rate these days? Is that before your "Value
Added Tax"? Translate it into a U.S. Dollar price, prior to any taxes.

Still high, compared to a box of 200 DVD-R or +R for $40+ tax, about 24
cents each.

It's about $3.10 US. And our tax is 15% total.

Not that it's relevant to the group, but that's only true if by "our"
you're only talking about your own province (which you didn't
specify). That's not quite true for the whole country.

The sales tax is 7% Federal GST + whatever the province/territory sets
their sales tax at. Provincial/Territorial sales taxes vary from 0%
to 10% (PEI). So its 7% to 17% sales tax (though technically it's
17.7% in PEI, because PEI taxes the GST amount too).
