Yes, I read the article. By peak, they mean
peak (maximum) wavelength of the eye's response, not
peak intensity. the sentence is talking about wavelengths
not intensity.

Even so, why the industry has standardized on the 1931 data
is puzzling, especially when better data has been published
more than once since. Then to add to the confusion,
read Land's work. He has demonstrated full color
response using only 2 wavelengths.
