Can you have a movie like a slow playing clip or even a slow fractal
as a desktop instead of a static, still image?

You could in XP, but it doesn't sound like such a good idea.

Just use notepad to write a .html file and go to "Customize
Desktop..." and select the "Web" tab, then "New...", then
"Browse..." to find your .html file.

In the test/example below I used a .mpg file but an .avi would
be better. You should be able to use anything your browser can
play. Use your own desktop screen size, of course.

Consider an animated GIF - it'll work no probs.

Get some decent GIF creation software and it'll no doubt import movies and
convert them to animated GIF.
Or of course just design your own.

You can get a video card with a TV tuner and DVD playback, and other stuff.
I don't know whats out there now, but I have one that is fairly old (All In
Wonder 7500 Radeon) and I can do pretty much exactly what you suggest.

I can play TV (or a DVD, or plug in any analog video signal) .. and the card
will play it either in it's own window that is alway "on top" or in it's own
window that is "ghosted" (you can "see thru" the video to your desktop) or
you can apply the "ghost" effect to the entire screen .. and maybe a few
other modes .. (I'm not ot home now so I can't check)
