One size (of a graphic on a website) simply cannot fit all monitors.
Why not make the size of the graphic change with the size of the window
that it appears in? Example -

Your example does not change size on its own.

MSIE has a setting to change graphics size within the browser. If it
is set to "OFF," then the graphic displays at the fixed pixel
dimensions.

The default for this setting is "ON". If you use *any* non-default
settings in your browser, Your Mileage May Vary.
