I would like to send either a VCD or an SVCD to an overseas friend. Do these
formats have the same region restrictions as DVDs?

They don't have region restrictions, but just like DVDs, encoding parameters
are different for NTSC and PAL. So depending on the equipment, there might
be a problem playing them overseas on top set player.

That's something I forgot about and will need to remember when I burn the
SVCDs.
If I burnt a DVD of some home movies would it be region restricted?

SVCDs.
If I burnt a DVD of some home movies would it be region restricted?


Of course not. At least I don't think so. Restriction has to do with

business practices, not home/personal practices. The concern with sending
video overseas is that on a PC it works, but playing thru the "telly"
doesn't, as they have different broadcast standards.

Multi format players are more common outside the USA. Burn a copy and try
it.
