All of my inputs are line-level. What's the best way to run a system
without any preamplifier?

Run the system with no preamplifier.

Either the source outputs have a volume control, or your amp must, or
you must put one in between. A volume control pot or attenuator
combined with switching jacks, is called a "passive preamp".

On the other hand, a stereo amp with a volume control, is called a
"line stage integrated amp".

Putting the volume control on the source works best, if you have only
one source.
