All digital cameras have the capability to restart the counter (as far as I
know).
However, you definitely know when the camera came on the market so you can
calculate the age.
Your risk if you buy a one year old camera should not be too high.

Your answer is right on. Most digital camera camera users take more
pictures then when they shot film. I know I do but if you buy a model
that has only been out a year ot two it is unlikely that the camera
will have been used so much to be wore out. That plus the fact that I
have bought used film cameras that were up to 30 years old and they
have all worked flawlessly makes me not too concerned about that
factor. I'd be more concerned with whether the camera was dropped, got
wet, etc before being worried about the number of frames taken. I
guess you could get one that someone used for a special project and
they shot many thousands of shots in a short time frame but I think
that would be the rare exception.
Today I think we are in a better position. I bought a 10D just 5 weeks
ago and I have taken 278 pictures. I'm getting a 20D for Christmas and
I'll probably end up selling the 10D with less then 1000 pictures on
it. Today the trendancy is to move up as new equipment comes on the
market making a lot of used equipment being sold that hasn't been used
all that much.
