I am thinking of buying a film scanner for use with 35mm film. I sometimes
like to print A4 size. Would a scanner of 4000 dpi allow me to produce
images that are indistinguishable from those scanned /printed in a photo
lab. I would still get the printing done at the lab.

4000 dpi is overkill for prints of this size but it is nice to have it
available if you need it to be able to crop an image or do certain kinds of
manipulations.
The file size will 40-50mbs. Any printing driver will arbitrarily scale the
image down to what the printer can handle or you can do this yourself in
Photoshop.
For practical consumer uses most scans can be done in the 2000-2400dpi
range.
This is still substantially higher dpi than 6mp digital cameras can deliver.
