I have an asf file in which the video is half the height it should be. I
just see a very wide short video, where people seem short & fat. Does
anyone know of a program that can work with asf/wmv files to change the
aspect ratio for viewing or process/convert the file to correct this
problem?

Well, in Linux both xine (hit A key and it cycles through aspects) and mplayer

(as command line option) can change this.
In MS windows I dunno, but you can download a free Suse-9.3 or later Linux
from here:
http://opensuse.org/index.php/Welcome_to_openSUSE.org
so you can just erase that Microsoft trojan and install Linux.
Use transcode with xvid perhaps or old DivX codec (4 and 5).
I have retained the old DivX Linux codecs on my site:

Yeh I should really get linux, Im currently on Windows XP. Ive found a
video converter tool called Open Video Converter I'll give that a try.

Using total video converter(http://www.effectmatrix.com). After adding
the video to the list, click the button to change the settings. In the
pages of resize and video crop and pad, you could resize to strech the
video or pad the video to the size what you wanted.
