If I record broadcast TV on a DVD-R disc am I able to set
chapter marks going into and out of commercials, then
eliminate the commercials in a playlist and finalize the
disc so that when played back in ANOTHER DVD player the
commercials will be skipped ?

I believe that once you write something to a DVD-R, it's there to stay and
you can't go back and edit things out. For that you would need to use
DVD-RAM.

And its limited -RW support. They only do DVD-RW in videomode. VR mode is
missing.

It might be worth trying reading and writing several different brands
of +R and +RW and see if it does it. Some brands of standalone DVD
recorder will read and sometimes write formats that aren't advertised.
