Divx/Xvid Sound Too Quiet |

Every once in a while I download a DivX/Xvid movie where the sound is
just too quiet. I can crank up my speakers but the resulting static is
quite annoying.
I searched the net and newsgroups and found a couple of answers
regarding AC3 Filter and Cool Edit. I coudn't get AC3Filter to work,
as far as I can tell it doesn't do anything (maybe using players that
don'tsupport it ?? -- Windows Media PLayer and the DIVX player that
installs with the codec) and I'm not really looking to edit the file,
just want to watch the damn thing.
Does anyone know a solution to this problem ? Am I doing something
wrong ? Also, why are the files encoded this way ? Is this just an
encoding noob (and I thank you all) that got it wrong ?
