What OS?

For Linux there is lve (linux video editor), have not used it for a long time
though.

Thanks. I'm running Windows XP SP2. I'm finding out slowly that a free
program that will do this may not be available anywhere and a pay program
may not be available now either.

Using a Hauppauge card? The cutter program delivered with some of them,
nanoPEG, will cut to an iframe but has no positioning precision.

VideoReDo is an excellent, and any-frame accurate cutter, with other
features. Excellent positioning controls. Sells for $50 - free upgrades.

Among free software are these two:

Cuttermaran works on a/v streams (whereas VideoReDo will work with a/v
system files). ReJig is a free program which will demux a system file into
its streams.

If you're planning to make DVD formatted files eventually, then consider VSO
DivxToDVD 2 at http://www.vso-software.fr/

After converting, DVD Shrink does a clumsily commendable job of editing DVD.

In the case of editing MPEG2 files, good and free don't seem to be
compatible concepts. ;-0)

OK, I have an old demo of womble.

It runs in win98.....
But it seems to have no time limit.
It works OK on mpeg, but loses audio video sync on things I recorded from
digital satellite.
They now have some time limited newer version:

There were positive reports about it in rec.video.desktop long ago.

Not sure about any free programs other than 'Cutterman' but VideoRedo and
Womble work just fine as do more upmarket programs like Vegas etc.

If you have any sound sync problems with either I would use ProjectX first
(free program) to demux the original mpeg into separate sound and video
files, this process also eliminates any other information that may be
contained within the file.

Then lay these two tracks into say Womble, find the first commercial break,
insert a split command, scroll on to the resumption of the program, insert
another split then delete the commercial section. You can set up markers and
automate the process but to get used to it I would follow the manual
process.

If you are converting your programs to divx use Virtualdub-MPEG2 . Find it
on:

You load your mpeg2 program, select the beginning & end of each commercial
break & press delete. For the final version, you set your beginning & end of
the program and convert it. It does what you ask very well.

It looks like the best solution is to pay $50 for the Video Re Do program or
Womble for $99.

As an option, I've discovered that the Nero Vision program, that comes free
with my DVD player, allows the user to easily put in chapters into a mpeg 2
file such as a TV movie. The idea there is to put all the commercials into
their own chapters that can quickly be skipped by pressing Next Chapter on
your DVD player remote control. I'm burning a disc now and will see what
happens. Thanks.

If you are trying to do this without recoding, I think you might be
able to use TMPGENC's "cut and merge" tool from the MPEG Tools
menu item.

It's not free but I'd point you towards Womble Mpeg-vcr. I use it all

the time to do exactly what you are talking about. I record MPEG-2
files from my tuner card and then open them in Womble and cut out the
commercials. It takes about 5 minutes to cut the commercials from an
hour long television show. I don't think it is $99 but closer to $59
if you look around on their website. You can also look on
alt.binaries.multimedia.utilities or alt.binaries.warez I've seen it
on both of them. I've also heard good things about VideoReDo but I
haven't tried it yet.

I have tried that and have that program. It works OK but takes awhile to do
and is a little tedious.

But I just found out that Nero Vision will accept an mpeg 2 from a capture
device that hasn't even been rendered. You just capture and then burn using
Nero Vision. The only problem is that Nero Vision does a transcoding step
that reduces the file by about 25% and probably reduces the quality by that
much. I've been setting up my Chapters so that I can skip the set of
commercials as soon as they start by pressing Next.
