I managed to capture VCR movie and got 5.70 GB Video MPG file.
I would like to transfer it to a DVD but the file is too big. How could I
shrink it to the proper size?

Author the mpeg into a DVD using your favorite authoring app. Then run that

result though DVD SHrink to get something to fit your media.

You didn't say what format it is in. If it is MPEG, you should be able
to shrink it with TMPGENC by using the bit-rate slider provided therein.
Just move the slider until it indicates an output file of 4,300 meg
size.

If I were capturing a VCR movie, I would probably choose 352x240 Mpeg2
video with 48K mpeg2 audio. You could use 720x480 if the tape is really
outstanding but I find 352x240 to be adequate for my VHS tapes and the
file is much smaller. By using Mpeg2 video and audio, you should be able
to add chapter-points and use the pause control during playback on most
DVD players.

Maybe by using TMPGenc and choose NTSC or PAL DVD, and reencode it.
Another option is to use Ulead DVD-Moviefactory, which can be downloadet,
like TMPGenc, in a trial version.
