Are there any programs for converting a video that was recorded on
DVD-RW in VR format to DVD-RW standard format so the disk can be
played on a DVD player that does not support the VR format?

Look at DVD recorders like Panasonic. etc. Some of them will read DVD-RAM
and write DVD-R, DVD+R.
I'm talking about the stand alone recorders.

The original poster didn't say anything about DVD-RAM?
But he wasn't as clear as he should have been.
He should have said to convert a DVD-RW recorded in -VR format to DVD-Video
format.
That is what I think he meant.

I am not sure on the answer, maybe ripping the program to the hard disc
using a ripper like dvddecryter or dvd shrink etc... then reauthoring the
vob files back to a dvd using Nero would do the trick.
I think that would convert the formats.
Try it and see,
