I recorded a TV program in MPEG2 with the intention of converting it to
Divx. The sound & audio are 2 or 3 seconds out of sync. Is there any way of
getting them back together either on the original or on the Divx copy?

If you recorded it from digital satellite try running it through PVaStrumento

Else you will have to demux it, and remux again somehow with a correction delay.
