"In its report, it said a major concern was some people felt
left behind in the digital race because they could not
receive digital television in their areas.

The government says this will not be a problem once the
analogue signal is turned off because that will free up
space to increase digital terrestrial television
broadcasts."

More terrestrial transmitters and/or more transmitter power?

Maybe more transmitters but definently more power. Many DTV stations are on
the air with only a fraction of their maximum intended power because they're
running on channel allocations other than their final one. Channels 14-22 and
above 51 will be disappearing permanently. Many TV stations will use their
current, analog allocation as their final DTV channel.
