Basic summary: VOD isn't making the cable companies any money, since the
majority of the downloads are merely timeshifting of content the
subscriber already pays for (like HBO).

So, as I have said many times before, instead of spending *billions* of
dollars to upgrade their networks and then waste all that bandwidth on
VOD, the cable companies could be raking in the dough by providing
DVRs to customers for a small extra fee ($1-2/month) and using all the
bandwidth they now have for more "real channels" and better picture
quality.
