Yes...but, given the economies of scale, a new mp3 player with a line
level output might be cheaper.
Then again, this Behringer mixer is probably flexible enough to get you
where you want to go. Arguably overkill, but hell for $35 how wrong
can ya go?

Remember also, you're taking a stero source (think of left and right
as two completely separate channels) into a mono device (your phone
system), so you need to mix the left and right channels.
So, get a that 1/8" stereo output of your mp3 player into individual
1/4" plugs somehow (for instance radio shack part 42-2550 to get 1/8"
stereo to two RCA plugs, then use two 274-884 to convert RCA to 1/4"
plugs), and put one into line 2 left and the other into line 3 left.
Pan both of those full left on the mixer, and then take the left
output of that thing into your telephone system using the appropriate
adapter to get from 1/4" to whatever your phone system accepts.
That will properly sum the 2 outputs of your mp3 playing into the mono
input of your phone system, and provide you the flexibility to
increase the gain as needed.
