Ahead's Nero Wave editor.......
If you need something more sosphicated - look up CuBase.

Too many people have that program, and then ask for a program to edit Wave
files....

Audacity is a pretty good sound editor with many features. It's Open
Source, Free, supports various formats, and is available for multiple
platforms. Worth a look...

Try to download Adobe audition 1.0. It's amazing how simple you can edit
different wav.files It automaticaly puts it in the right velocities and
speed.
