Does anyone know of a free program that will clip out parts of a VOB file
without any encoding?

Cut out part of the Mpeg2 file and output the Mpeg2 - no, but DVD2Avi will
cut and output Avi segments, retaining elemental audio.

If the VOB is part of a VIDEO_TS (whether the folder has that
name or not) then DVD Shrink would be the best choice for iFrame
accurate cutting.
If the VOB is free standing, and/or for frame accurate cutting,
you'd need to use another product and VideoReDo comes to mind!
