Why are VOB files as much as four time bigger than the MPG files from
which they were made?

1. Your encoder is not set correctly.

2. You are muxing PCM audio (which can be bigger than MPEG2 video).

Aha! The MPG file was PAL format with PCM audio. The VOB file is NTSC.
